This bill mandates that postsecondary schools in Vermont must provide menstrual products, such as pads and tampons, free of charge to students. These products will be available in a majority of the school's gender-neutral bathrooms and bathrooms designated for female students, as well as in the school nurse's office or a school-operated health center. The schools, in consultation with medical professionals, will decide which specific bathrooms to stock and which brands of products to offer. The schools will be responsible for the cost of these products but can seek grants or collaborate with non-profit organizations for assistance. This new requirement aims to ensure all students have consistent and easy access to essential menstrual hygiene items, building upon existing laws that already require this for K-12 schools. The act will become effective on July 1, 2026.
