This bill establishes the Oklahoma Kids After-School Grant Program (OKAGP), which will be managed by the Department of Human Services, to provide grants to community-based organizations offering after-school programs for students in kindergarten through twelfth grade. To be eligible for these grants, after-school programs that include reading assistance or tutoring must adhere to the science of reading, which involves explicit and systematic instruction in foundational literacy skills. The bill also allows these organizations to potentially be exempt from the Oklahoma Child Care Facilities Licensing Act under specific conditions, provided they operate at least five locations in Oklahoma, either independently or through a partnership. Furthermore, it creates the "Oklahoma Kids After-School Grant Program Revolving Fund" within the State Treasury, a continuous fund that will receive all monies from appropriations and donations, and these funds are appropriated for awarding grants under the OKAGP. The Department of Human Services is authorized to create rules to implement this program, and the act will take effect on November 1, 2026.
