This bill amends existing law to clarify that the Public Service Commission (PSC) retains its authority to allow utility companies to account for and recover costs associated with the decommissioning, removal, and salvage of electric generating units, as well as depreciation expenses, through customer rates over the unit's expected useful life, even before the unit is officially authorized for retirement. This means that even as the PSC reviews and potentially approves the retirement of an electric generating unit, it can still permit the utility to begin setting aside funds or charging customers for these future costs. The bill also defines "dispatchable" as a power source available on demand and adjustable by grid operators, and "intermittent" as power sources like solar, wind, and short-duration energy storage that are not consistently available.
