This bill prohibits cities, towns, and counties in Arizona from creating or enforcing local rules regarding the ownership or operation of unmanned aircraft, commonly known as drones, and commercial drone delivery systems, with certain exceptions. These exceptions include regulating the use of publicly owned drones, allowing model aircraft (drones flown for hobby within visual line of sight) to take off or land in city/county parks under specific conditions, and permitting local land use approvals for commercial drone delivery systems in or near residential areas, as well as from city/county owned facilities. The bill also clarifies that local governments can still apply general zoning, land use, and safety regulations to the physical locations where drones take off or land, especially near airports, as long as these regulations do not control flight paths or operations and do not effectively ban commercial drone delivery systems. The bill defines terms like "unmanned aircraft," "unmanned aircraft system," "commercial drone delivery system," and "model aircraft" for clarity and also amends existing law to remove the previous prohibition on local regulation of drones, replacing it with these new provisions.
