Bill Summary

AN ACT establishing the education and workforce innovation pilot program.

AI Summary

This bill establishes the Education and Workforce Innovation Pilot Program within the state board of education to create and test new educational approaches focused on student achievement, completion, and readiness for employment. The state board of education will oversee the program and appoint an advisory committee of up to seven members, including representatives from the state board of charter schools and the state board of education, to develop program guidelines, review applications from school districts and charter schools, and monitor participating schools for student rights, safety, and equity. The advisory committee will also be responsible for submitting reports on the program's implementation, outcomes, and policy implications, with a final report due by November 30, 2030. The state board of education will select no more than five public schools, including at least one rural school, one urban school, one school district, and one charter school, to participate for three school years. Schools applying to the program must describe their innovative model, request any necessary waivers or modifications to state laws or policies (but not federal laws), outline their evaluation methods, provide a timeline, and detail plans for sustaining or terminating the model after the pilot program concludes, including opportunities for students to earn college credit or workforce certifications. This section of the bill will be repealed on July 1, 2031.
