The bill also clarifies that counties are generally responsible for transporting inmates to state facilities, but the state will reimburse counties for housing state inmates, with the reimbursement rate significantly increased from $7.50 to at least $50 per day. The period for this reimbursement has been revised to begin earlier, often on the date an order imposing a sentence or revoking probation is entered, and to end when the inmate is transferred or released from county custody. Furthermore, the bill prohibits individuals convicted of felonies, arrested for felony probation violations, or whose felony probation has been revoked from serving their sentences in county facilities, unless there's an express agreement with the sheriff or warden, and similarly restricts individuals arrested on felony parole warrants from serving sentences in county facilities.
