This bill mandates that the state board of education establish academic standards for science instruction on fetal and prenatal human development, determining appropriate grade levels and ensuring the content is age-appropriate, factual, and focuses solely on prenatal development as a biological process. The curriculum must cover fertilization, early cellular development, stages of prenatal development (germinal, embryonic, and fetal), major developmental milestones like the formation of the brain and heart, and supporting biological structures such as the amniotic sac, placenta, and umbilical cord, along with general principles of healthy prenatal development related to biological and physiological factors. Importantly, this instruction is explicitly not considered sex education and will not be subject to parental consent or opt-out requirements typically associated with sex education, and it must not include information on sexual activity, contraception, abortion procedures, or reproductive decision-making.
