This bill establishes new regulations for portable solar generation devices, which are defined as movable solar power devices with a maximum output of 1,200 watts that connect to a standard 120-volt outlet and are primarily intended to offset a customer's electricity use. Public power entities and public service corporations, which are companies that provide electricity, are prohibited from requiring customers to get approval, pay fees, or install extra equipment for these devices. Portable solar devices sold in Arizona must meet national safety standards, include a feature that stops them from sending power to the building's electrical system during a power outage (consistent with IEEE standards), and comply with the National Electrical Code. The bill also clarifies that cities, towns, and counties cannot require permits or inspections for these devices if they meet the specified standards, and public power entities and public service corporations are not liable for damages if an electric utility disconnects power due to the device's operation. Importantly, these portable solar devices are explicitly excluded from the definition of "distributed energy generation systems" in existing law, meaning they are treated differently from larger solar installations. The Corporation Commission is required to adopt rules to implement these provisions within one year.
