This bill establishes a framework for a "CIHC support organization," which is defined as a nonprofit organization created to foster a collaborative partnership between California Native American tribes and the Department of Parks and Recreation (the department) in support of the California Indian Heritage Center (CIHC). The CIHC is intended to be a place for cultural preservation, learning, land stewardship, and celebrating the living cultures of California Native American tribes. The bill mandates that this support organization be overseen by a board of directors, with at least 51% of its members representing California Native American tribes, and be led by a chief executive officer. The department is authorized to enter into agreements with this support organization to help operate and program the CIHC, recruit staff with relevant cultural knowledge, develop new funding sources, and support capital improvement projects, among other purposes. Importantly, this article does not obligate the state to provide any funds to the CIHC support organization.
