This report must include comprehensive data on the impact of such disasters on inmates and staff, covering aspects like injuries, access to essential services such as healthcare and water, decisions regarding early release or home confinement, visitation rights, accommodations for inmates with disabilities, educational and work programs, inmate grievances, repair costs, and staffing and financial impacts. Furthermore, the report must outline the BOP's corrective action plan to improve emergency preparedness and include legislative recommendations for Congress. The bill also mandates the appointment of a BOP official to oversee the implementation of this corrective action plan and amends the National Institute of Corrections (NIC) to include individuals with specific expertise in corrections, emergency response, public health, and labor representation on its advisory board, requiring the NIC to hold public hearings on incorporating best practices into correctional facility emergency plans, including inmate access to care, consideration of early release, visitation policies, disability accommodations, and the use of federal funding for repairs.
