This bill, titled the Centralized Reimbursement for Upgraded Innovative Service Equipment (CRUISE) Act, aims to streamline and improve how the Department of Veterans Affairs (VA) reimburses automobile sellers who provide vehicles adapted for certain disabled veterans under federal benefit programs. Under existing law, eligible disabled veterans can receive financial assistance from the VA toward the purchase of an automobile or adaptive equipment, and the VA pays the seller directly; this bill requires the VA to process these payments through a single, dedicated office to ensure greater efficiency and compliance with federal prompt-payment regulations. Furthermore, if a payment is delayed past a certain timeframe, the VA is required to publicly disclose the processing time in the Federal Register and rigorously track and resolve any payments that are more than 90 days overdue. To ensure accountability and transparency, the legislation directs the VA to publish four semiannual reports detailing processing times and potential IT improvements, requires the Government Accountability Office (GAO)—an independent congressional agency that audits federal spending—to conduct a comprehensive review of the new centralized payment system, and extends a specific administrative deadline related to certain veterans' pension limits from January 31, 2033, to October 31, 2033.
