This bill mandates that the State Treasurer must transfer 50 percent of the unencumbered balance, meaning the money not yet spent or committed, from every reappropriated revenue account in the State Treasury to the General Fund within 30 days of the bill's effective date. Reappropriated revenue accounts are funds that were previously appropriated by the legislature for a specific purpose and are being carried over for use in a future fiscal year. However, this transfer is not required if it would violate federal law or the terms of an agreement under which the funds were received, if it would necessitate repaying the money to the original source, or if it would put the repayment of bonds at risk. Once this new rule takes effect, no further transfers can be made from these reappropriated revenue accounts until this initial 50 percent transfer is completed.
