This bill amends the energy law to prohibit the construction or operation of "tier two battery energy storage systems" within one thousand feet of a "populated area" in cities with a population of one million or more. A "battery energy storage system" is defined as devices capable of storing and supplying electrical energy, excluding standard car batteries and electric vehicles. Tier two systems are distinguished from tier one systems by having a larger energy capacity (over six hundred kilowatt hours) or by using multiple types of storage technologies within an enclosed space. A "populated area" is defined as any residentially zoned area, school, or hospital.
