This bill authorizes the State of Mississippi to issue general obligation bonds, which are essentially loans backed by the state's full faith and credit, to provide financial assistance to the City of Rosedale for downtown improvements. Specifically, the funds will be used for repairing, renovating, furnishing, equipping, and upgrading the former Bolivar County Health Department building to become the new City Hall, and for similar improvements to the current City Hall to transform it into the new City Police Department building. Additionally, a portion of the bond proceeds will support infrastructure upgrades in downtown Rosedale, including sidewalks, street lighting, and water and storm sewer systems. The State Bond Commission, a body responsible for managing state debt, will oversee the issuance and sale of these bonds, which cannot exceed a total of $1,987,100 and must be issued before July 1, 2030. The bill also establishes a dedicated fund within the State Treasury, the "2026 City of Rosedale Downtown Improvements Fund," to hold and disburse these bond proceeds, with any remaining funds after project completion to be used for paying off the bonds.
