This bill mandates that by the 2028-2029 school year, every school division in Virginia must create and implement a comprehensive divisionwide plan for the care of students diagnosed with diabetes, ensuring a safe and healthy learning environment and maximizing academic success. This plan must consider existing state guidelines, provide tailored training for staff, outline procedures for trained employees to administer insulin and glucagon, and include opportunities for parental involvement in developing care plans and resolving disputes. The bill also clarifies that school employees trained in diabetes care, including the use of insulin pumps, are protected from civil liability for ordinary negligence and are not considered to be practicing medicine or nursing when providing such authorized care, while also allowing school boards to set reasonable operational parameters for this care. Furthermore, the Department of Education will review and update its "Diabetes Management in Schools: Manual for Unlicensed Personnel" to guide these divisionwide plans and will develop informational materials for parents about diabetes.
