This bill authorizes the State of Mississippi to issue up to $1,000,000 in general obligation bonds, which are a type of state debt backed by the full faith and credit of the state, to help Bolivar County fund improvements at the Richard M. Coleman, Sr. Recreational Park. These improvements can include construction, furnishing, equipping, expansion, repair, renovation, and upgrades to buildings, facilities, property, roads, and infrastructure at and near the park. The State Bond Commission, a body responsible for issuing state bonds, will manage the sale of these bonds and transfer the proceeds to a dedicated fund for the park projects. Any remaining funds after the projects are completed will be used to pay off the bonds. The bonds will mature within 25 years of their issuance and will be exempt from state taxes. This act will take effect on July 1, 2026, and no bonds can be issued under this authority after July 1, 2030.
