This bill directs the Iowa utilities commission (commission) to conduct a study that examines whether, during any certain time of day, electric power generating facilities are on average producing more energy than the amount necessary to provide electric service to customers. If the commission finds a certain time of day when electric power generating facilities are on average producing more energy than the amount necessary to provide electric service to customers, the bill directs the commission to examine the feasibility of providing the excess energy for free to residents of Iowa at that certain time of the day for the purpose of energy storage for individual consumption. The bill requires the commission to submit a report detailing its findings and recommendations to the general assembly on or before December 31, 2026.
