This bill mandates that Mississippi Valley State University (MVSU), in collaboration with the Mississippi Department of Transportation (MDOT) and the Leflore County Board of Supervisors, conduct a study to assess the feasibility of building an elevated pedestrian crossing, also known as a skybridge, over U.S. Highway 82 at or near its intersection with Sunflower Road (County Road 507) in Itta Bena, Mississippi, to improve safety for students and visitors. The study, which must be reported to the Legislature by December 15, 2026, will examine available federal and state funding for such a project, analyze the costs and benefits of alternative safe pathways to campus, review similar structures in other areas, identify community benefits, consider past efforts and potential obstacles like future highway expansion or land use changes, and explore property impacts. State agencies are encouraged to assist in this study.
