This bill establishes a new "adaptive vehicle license plate" for individuals with significant mobility impairments, which will be issued by the Department of Motor Vehicles (DMV). An "adaptive vehicle" is defined as a car that has been specially modified or equipped with specialized equipment, such as ramps or lifts, to help someone with a mobility impairment get around. To qualify for this special plate, an individual must have a permanent mobility impairment, as certified by a doctor or physical therapist, that requires the use of an adaptive vehicle. Applicants will need to submit a completed application form to the DMV, along with medical certification of their disability and proof that their vehicle has been modified, while standard registration fees will still apply. Vehicles displaying this adaptive plate will be allowed to park in designated accessible loading/unloading zones to help a qualified individual, may be exempt from certain vehicle size restrictions that don't apply to modified vehicles, and can use special areas at public facilities that accommodate the space needed for ramps or passenger transfers. The DMV can also provide these plates with the "International Symbol of Access" for personal vehicles used for non-commercial purposes. This act will become law as soon as it is passed.
