AI Summary

This bill establishes the Hometown Heroes Home Loan Guaranty Program, which will be developed and administered by the Department of Finance and Administration to provide loan guarantees for eligible individuals, defined as firefighters, law enforcement officers, registered nurses, and teachers who have been continuously employed in one or a combination of these roles for at least four years. The program aims to help these "Hometown Heroes" secure conventional financing to purchase a home that will be their primary residence, provided they certify their intent to apply for a homestead exemption, which is a state law allowing homeowners to reduce their property taxes on their primary residence. To fund these loan guarantees, a special fund called the Hometown Heroes Home Loan Guaranty Fund will be created in the State Treasury, consisting of legislative appropriations and other designated funds, with any interest earned also remaining in the fund. The Department of Finance and Administration will have the authority to create necessary rules and regulations to implement and manage this program.
