This resolution amends House Rule HR1-10-101 to establish new disclosure requirements when a representative requests legislation. It defines "agency head" as a cabinet officer or executive director responsible for state agency policy, and "state agency" as an executive branch department, division, or office. The resolution mandates that the Office of Legislative Research and General Counsel (OLRGC) must provide drafting instructions and the assigned short title of a legislative request to the chief sponsor's "caucus staff" (House staff assigned to that sponsor's political party group), unless the representative opts out. This information can then be shared by caucus staff or OLRGC staff with other members of the same caucus. Furthermore, a representative can now disclose if they filed a legislative request at the behest of an agency head and the general nature of that request. The OLRGC will track these disclosures and report the number of requests containing such information to caucus staff.
