AI Summary

This bill imposes a seventy-five cent ($0.75) surcharge on every fare charged by rideshare or transportation network companies, which are defined as companies that use app-based platforms to connect drivers with passengers for compensation. The collected surcharge will be split equally: fifty percent will go into a restricted account for street improvements in the municipality where the ride originated, and the other fifty percent will fund "Transit Forward RI," a state initiative for public transit. Additionally, all sales tax revenue collected from these companies will be deposited into a separate restricted account to benefit the Rhode Island Public Transit Authority (RIPTA). The tax administrator will create rules to implement these provisions, and any spending from these restricted accounts will require legislative appropriation.
