This bill aims to improve reading and writing instruction in Kentucky schools by expanding the definition of "dysgraphia," a learning disability affecting writing, and ensuring that the state's dyslexia toolkit, a resource for educators, is annually updated to include guidance on dysgraphia and strategies for students with both dyslexia and dysgraphia. It mandates that the Department of Education approve universal screeners and diagnostic tools, which are assessments used to identify students at risk for learning difficulties, and requires school districts to use evidence-based instructional strategies, meaning methods proven effective through research, to provide intervention services. Furthermore, school districts will be required to report specific data to the Department of Education regarding these interventions, and by the 2027-2028 school year, postsecondary institutions offering teacher preparation programs must include instruction on how to apply and implement a multitiered system of supports (MTSS), a framework for providing academic and behavioral support to all students, and dyslexia instructional practices in the classroom.
