The bill also mandates that hospitals with psychiatric emergency departments that promote themselves as only providing psychiatric services and are located in Hampton must have a written agreement with local emergency medical services for patient transfers, a transfer agreement with a facility providing emergency medical treatment, video consultation services with a physician at a treatment facility, a medical director with oversight, and licensed providers with ACLS and PALS training to provide immediate care until transport arrives. Additionally, these hospitals must report data on non-psychiatric patient visits, transfers, and total patient evaluations annually to legislative committees.
