This bill amends existing law to allow the Office of Health Insurance Commissioner (OHIC), the state agency responsible for designating Patient-Centered Medical Homes (PCMHs), to be recognized as a valid entity for primary care sites to achieve PCMH status. A PCMH is a model of healthcare that prioritizes patients and provides comprehensive, continuous care led by a healthcare provider to achieve the best possible health outcomes. Currently, primary care sites must achieve and maintain distinction from the National Committee for Quality Assurance (NCQA) or approval from the Accreditation Association for Ambulatory Health Care (AAAHC) to be recognized. This bill expands that recognition to include PCMH status granted by the OHIC, or other appropriate entities, as determined by the Department of Health, thereby broadening the pathways for primary care sites to be recognized and potentially receive funding for enhanced training programs. The bill also makes a technical change to allow the Director of the Department of Health to promulgate rules and regulations, rather than mandating it, and clarifies that training can include "up to" five hours of didactic training.
