This bill, known as the Statewide Standardized Grading System Act, aims to create a uniform system for grading students across Nebraska's public, private, parochial, and denominational schools. The Legislature finds that current variations in grading scales and proficiency definitions lead to inequities for students transferring between districts, applying for scholarships, or meeting graduation requirements. To address this, the State Department of Education is tasked with establishing a statewide grading system by December 31, 2026, which will apply to credit-bearing coursework in grades three through twelve. This system will include a standard grading scale, consistent rules for calculating grades, treating late assignments and assessments, and uniform weighting for advanced or postsecondary credit courses, with clear guidance for reporting grades on transcripts. Beginning with the 2027-2028 school year, all schools must implement this system, ensuring that academic performance is measured the same way for resident and enrollment option students. Schools will be required to publish the grading scale and report grades to the state in a standardized format, and the Department of Education will provide training and technical assistance to facilitate this transition. The State Board of Education may also adopt rules to implement the act, which will become operative on July 1, 2026, with an emergency clause allowing it to take effect immediately upon passage.
