AI Summary
This bill establishes an automatic stay, meaning a temporary halt, on any judgment, order, or decision made by county boards of supervisors or municipal governing authorities that involves the demolition, alteration, or abatement of issues on real or private property, if an appeal is filed in a timely manner. This stay will remain in effect until all appeal periods have expired or until a court orders otherwise. If this automatic stay is violated, property owners can recover damages, including the value of any destroyed property and attorney fees, with a minimum of $10,000 for unlawfully demolished structures or trees. The bill also amends existing Mississippi Code sections to ensure that these provisions are consistent with the Mississippi Tort Claims Act, which governs claims against government entities, by clarifying that immunity does not apply to willful or reckless disregard of property owners' rights.
