This bill authorizes the State of Mississippi, through its State Bond Commission (the "Commission"), to issue up to $6,000,000 in state general obligation bonds to fund improvements to the David L. Whitney (HPER) Arena Complex and Wellness Center at Alcorn State University. These bonds, which are general obligations of the state and backed by its full faith and credit, will mature within twenty-five years and will be managed by the Commission, which will determine their specific terms, sale method, and issuance procedures. The proceeds from the bond sales will be deposited into a dedicated fund, the "2026 Alcorn State University Improvements Fund," and will be used to pay for the repair, renovation, expansion, and upgrades of the specified university facilities. Any remaining funds in this special account after the projects are completed will be used to pay off the debt incurred by the bonds. The bill also specifies that no bonds can be issued under this act after July 1, 2030, and that the act will take effect on July 1, 2026.
