This bill establishes the Defense Research and Development Program, administered by the Mississippi Military Department, to provide loans for seed and early-stage capital to small and medium-sized Mississippi businesses that have high growth potential and are involved in research and development activities with the Mississippi Military Department, the Mississippi National Guard, or a Mississippi university or college. Businesses seeking assistance must apply to the Mississippi Military Department, detailing their needs. The bill also creates a dedicated "Defense Research and Development Program Fund" within the State Treasury, which will hold legislative appropriations and any interest earned, and from which funds will be disbursed by the Mississippi Military Department for the program's purposes. The Mississippi Military Department is empowered to create necessary rules and regulations to implement and manage this program, which will become effective on July 1, 2026.
