This bill establishes a "commercial sex buyer's accountability program" which will require individuals convicted of certain prostitution-related offenses, specifically under sections 11-34.1-3 (procuring sexual conduct for a fee) and 11-34.1-6 (soliciting from motor vehicles for indecent purposes), to participate in an instructional program. This program will educate participants about prostitution and human trafficking schemes, including their causes, health risks, legal consequences, and the harms inflicted on victims. In addition to attending the program, convicted individuals will be assessed a mandatory fee of one thousand dollars ($1,000). This fee will be collected by the court and partially distributed to the providers of the accountability program and to the arresting law enforcement agency, with the remainder going to the crime victim compensation fund. The program is to be established within six months of the bill's passage and will be offered by local government entities, potentially in partnership with nonprofits, or by nonprofits on behalf of local governments and the Attorney General. The bill takes effect immediately upon passage.
