This bill establishes the "Residential Treatment Capacity Expansion Fund," a dedicated special revenue account within the State Treasury, to bolster in-state residential treatment options for children. This fund, which will not revert to the General Revenue Fund at the end of the fiscal year, can be used for various purposes including incentivizing and supporting the recruitment and development of new or expanded residential treatment providers within West Virginia, acquiring, renovating, or constructing facilities for these services, and providing startup, workforce development, and training for in-state programs. Additionally, the fund will support the transition of children currently placed out-of-state back into appropriate in-state settings, including assessment, planning, transportation, and related activities. It also covers the development of treatment models, quality standards, oversight systems, and administrative costs for the fund itself, all aimed at increasing the availability of in-state placements and reducing reliance on out-of-state providers.
