This bill establishes a new position, the homeless education coordinator, within counties designated as "urban counties" by the State Board of Education, which are identified using methods similar to Metropolitan Statistical Area designations. This coordinator will be a full-time employee in urban counties and part-time in rural counties, and will be responsible for ensuring homeless children and youth are identified, enrolled, and have an equal opportunity to succeed in school, coordinating referrals to various services, expediting school placement, identifying homeless families, preventing duplication of services, and ensuring compliance with the McKinney-Vento Homeless Assistance Act, which provides federal funding and guidance for educating homeless children. The coordinator will also inform parents about educational opportunities, disseminate information about homeless children's educational rights, and collaborate with state and community partners to provide comprehensive support, including training school personnel on the specific needs and rights of homeless students and assisting unaccompanied homeless youth with school enrollment and participation.
