This bill, effective July 1, 2050, allows the Stadium Authority to lease the naming rights of any stadium facility it operates to any public or private entity, and permits the name of the entity that leased these rights to be displayed on the exterior of the stadium. It also mandates that all revenues generated from advertising or marketing within or on the stadium facility, including those from naming rights leases, must be deposited into the Stadium Development Special Fund, which is expanded to include revenues from concessions and other stadium operations. Furthermore, this bill exempts concessions located within the stadium facility from certain regulations outlined in chapter 102 of the Hawaii Revised Statutes (HRS), and amends existing laws to clarify that advertising on scoreboards and the exterior of stadiums operated by the Stadium Authority is permitted under specific conditions.
