This bill repeals the Land Court, a system for registering property ownership that is described as creating delays and increased expenses compared to the regular system managed by the Bureau of Conveyances. The functions of the Land Court will be transferred to the Bureau of Conveyances, and all recorded documents will transition to the regular system. To facilitate this transition and recommend further reforms, a working group will be established, composed of representatives from the judiciary, legislature, state agencies, the Hawaii State Bar Association, financial institutions, large landowners, and real estate associations. This working group is required to submit a report with its findings and recommendations to the Legislature by a specific date. The bill also appropriates funds for the Land Court to inform registered owners about the deregistration of their property. The overall changes are set to take effect on July 1, 2050.
