This bill directs the Department of Agriculture and Biosecurity to conduct a comprehensive study on insurance coverage specifically for small agricultural producers, aiming to strengthen the state's agricultural sector. The study will involve evaluating the practicality of a state-sponsored group insurance program or purchasing pool, establishing clear criteria for what constitutes a "small agricultural producer," and examining existing private insurance options available to them. It also mandates an exploration of public-private partnerships with insurance companies to develop farm-specific insurance products, identify any legal or regulatory obstacles hindering insurance availability for farms, and assess how current agencies can offer technical assistance or a central point of contact for farm business risks and insurance inquiries. Furthermore, the department will collaborate with relevant state and county agencies to bring together stakeholders, provide agricultural expertise, and coordinate efforts between farmers and insurers. The findings and any legislative proposals resulting from this study must be submitted to the Legislature by twenty days before the start of the 2027 regular session, and funds are appropriated for fiscal year 2026-2027 to support this study, with the entire act taking effect on July 1, 2050.
