This bill requires the Office of Planning and Sustainable Development to create a statewide blue carbon strategy, which involves mapping and assessing native coastal ecosystems like seagrass beds, salt marshes, and fish ponds, known as "blue carbon" ecosystems because of their ability to absorb carbon dioxide from the atmosphere. The strategy will also include regulations to protect these vital natural carbon sinks from harm like development and pollution, aiming to help Hawaii meet its greenhouse gas emission reduction targets established by previous laws (Act 15, Session Laws of Hawaii 2018, and Act 238, Session Laws of Hawaii 2022). Furthermore, the office must submit a report to the Legislature by early 2027 detailing this strategy, its findings, and any recommendations for future legislation.
