This bill allows counties to change district boundaries for areas up to twenty-five acres to facilitate the development of residential housing, agricultural workforce housing (housing for farmworkers), long-term rental properties, or workforce fee simple ownership (where individuals can own their homes outright). These changes can be decided by the local county land use decision-making authority, bypassing the need for review by the state Land Use Commission, provided the land is adjacent to urban areas, not designated as important agricultural land, has lower soil productivity ratings, and is already identified for residential use in the county's general plan. The bill also permits counties to combine these state land use boundary amendment processes with their own local planning and zoning procedures.
