This bill allows the Hawaii Medical Board to issue a new type of license called an "active retired clinician license" to physicians, osteopathic physicians, and surgeons who have an inactive medical license in Hawaii and wish to volunteer their clinical services through community-based health care or public health organizations. To qualify for this license, applicants must submit an application, pay a $100 fee, have been in good standing when their Hawaii medical license became inactive or expired, have practiced clinically within the last five years, not hold an active medical license in any other state, and not be under any current disciplinary proceedings or have had a license revoked or surrendered. The board will set continuing medical education requirements for these licensees, which must be at least half of what is normally required for active physicians. Holders of this license cannot open their own practice, see patients outside of the sponsoring organization, or receive any payment for their volunteer work. The bill also updates existing laws to include this new license type when referring to who can practice medicine in Hawaii and when discussing licensing fees.
