AI Summary
This bill establishes new regulations for electric bicycles and other electric mobility devices, aiming to improve safety and clarify existing laws. Key provisions include defining different classes of electric bicycles (Class 1, 2, and 3) based on their motor assistance and speed, and prohibiting unsafe riding behaviors like wheelies or riding on handlebars. It also prohibits the operation of "high-speed electric devices," defined as those with motors exceeding 750 watts and capable of speeds over 28 miles per hour, on public roadways, bike lanes, or sidewalks. Starting December 31, 2026, manufacturers and distributors will be required to label electric bicycles with their classification, top assisted speed, and motor wattage, and sellers must disclose legal usage restrictions. The bill also raises the minimum age for operating electric foot scooters and electric micro-mobility devices to eighteen, and requires helmets for riders under eighteen, with a similar helmet requirement now extending to all bicycle riders under eighteen. Furthermore, it prohibits mopeds and electric motorcycles from using bicycle lanes and paths, and amends the definition of "bicycle" for county vehicular tax purposes. Finally, it introduces registration requirements for electric bicycles and clarifies that "motor scooter" will be replaced with "motor-driven cycle" in various statutes.
