Includes in the definition of "utility-terrain vehicle" a motor vehicle that accommodates one driver and one passenger sitting side-by-side, and up to six people in seat belts. Includes "all-terrain vehicle" and "utility terrain vehicle" in the definition of "motor vehicle" under the State's motor vehicle insurance law. (SD1)

AI Summary

This bill allows all-terrain vehicles (ATVs) and utility-terrain vehicles (UTVs) to be driven on streets and roads, including during evening and night hours, provided they are equipped with headlights, taillights, turn signals, and brake lights, and display a slow-moving vehicle emblem. It also changes the requirement for drivers and passengers of ATVs and UTVs to wear safety helmets with securely fastened chin straps from mandatory to optional. The bill clarifies the definition of a UTV to include vehicles that can accommodate one driver and one passenger sitting side-by-side, and up to six people in seat belts, and importantly, includes both ATVs and UTVs within the definition of "motor vehicle" under the state's motor vehicle insurance law, meaning they will be subject to insurance requirements when operating on streets.
