This bill establishes a Teacher Workforce Housing Stipend Program to address teacher shortages in rural or underserved public schools, recognizing that high living costs and limited housing availability hinder recruitment and retention. The program, to be administered by the Department of Education, will provide eligible full-time teachers at these schools with a $1,000 monthly stipend to be used for rent, mortgage payments, or utilities, provided they do not own a residence within commuting distance. Recipients must commit to teaching at a rural or underserved school for at least three years, and failure to meet this commitment will require repayment of the stipend funds. The Department of Education is also required to report its findings and recommendations to the Legislature every even-numbered year, starting in 2028, and funds are appropriated for the program's establishment and administration.
