This bill requires state agencies that monitor environmental toxins and pollutants to establish "environmental action levels" (EALs), which are specific concentrations of pollution that trigger mandatory cleanup or remedial action, ensuring a safe environment. It prohibits any changes to these EALs unless specific procedural requirements are met, including providing advance public notice, publishing the scientific reasons for the proposed change, allowing at least thirty days for public comment, and holding public hearings, all in accordance with Hawaii's administrative procedures. Furthermore, the bill establishes a process allowing any resident to petition an agency to modify an existing EAL, and agencies must promptly respond to such petitions. The bill also appropriates funds for developing a government website to display EALs and for hosting webinars about potential changes to them, with the entire act set to take effect on July 1, 2050.
