This bill requires the 911 Board to establish, implement, and maintain a statewide emergency safety profile system, which allows residents to voluntarily create and manage secure personal profiles containing information relevant to emergency responses, such as medical conditions, disabilities, access needs, emergency contacts, and household details, with this information only being accessible to public safety answering points (PSAPs) during an emergency call initiated from a linked phone number or device. The bill also allows the board to contract with vendors for such a system, including platforms like Smart911 or functionally equivalent ones, and mandates that the system be available in all counties, integrate with existing and future 911 technologies, support multiple languages, ensure data confidentiality and security, and include public education to promote awareness, especially among vulnerable populations like kupuna (elderly individuals) and those with disabilities or functional needs. Furthermore, the bill amends the 911 fund to specifically include the establishment, implementation, maintenance, and marketing of this statewide emergency safety profile system as a purpose for which the fund's money can be expended.
