This bill aims to address the shortage of school bus drivers in Hawaii by establishing several new programs and a dedicated fund. The Department of Education will create a School Bus Driver Recruitment Grant Program to help cover costs associated with obtaining commercial learner's permits and commercial driver's licenses (CDLs), including training, testing, and medical fees, and will also fund mobile training units for neighbor islands. A School Bus Driver Recruitment Special Fund will be established to receive legislative appropriations, grants, and other funds to support this grant program. Additionally, a Repayment Signing Bonus Program will offer a one-time $2,000 bonus to new school bus drivers with a CDL, but recipients must repay the bonus if they leave their position within 36 months. A three-year School Bus Driver Outreach and Pathway Program will be implemented to recruit drivers through campaigns, informational sessions, partnerships, and workforce development, including stipends for CDL courses and developing credentialing services on neighbor islands. The Department of Education will also be required to submit quarterly reports to the Legislature detailing various metrics related to driver recruitment, retention, and program effectiveness, and funds are appropriated for these initiatives.
