AI Summary

This bill requires state contractors with contracts exceeding a certain value (the "small purchase threshold" defined in the Hawaii Public Procurement Code) and recipients of state grants over $250,000 to disclose the names of their compensated officers and their immediate family members. It also prohibits these compensated officers and their immediate family members, as well as the grantees themselves, from making, promising, or soliciting certain campaign contributions while the contract or grant is active, aiming to prevent undue influence on government decisions and maintain public trust. Any contributions made in violation of these rules must be returned to the contributor or turned over to the Hawaii Election Campaign Fund, and funds are appropriated for system updates and administrative support to implement these changes.
