This bill establishes and funds a one-year pilot project for a digital youth mental health platform, to be managed by the Child and Adolescent Mental Health Division of the Department of Health, with the goal of creating a publicly accessible online resource to help young people manage mental health challenges. The platform will offer county-specific resources, mental health education, self-care and coping strategies, and data on mental health needs, and its development and marketing will be exempt from certain state procurement rules (chapters 103D and 103F, Hawaii Revised Statutes) for the duration of the pilot. The bill also mandates that the division report its findings and recommendations to the Legislature by early 2027, and it appropriates funds for the project's implementation, with the entire initiative set to begin on July 1, 2026, and conclude on June 30, 2027, though the effective date of the bill itself is set far in the future for July 1, 3000.
