This bill, known as the Hawaii Numeracy Act, establishes a statewide numeracy coaching program within the Department of Education to improve mathematics instruction and student outcomes, addressing concerns about persistent gaps in foundational math skills, as evidenced by low proficiency rates on national assessments. The program will employ numeracy coaches, defined as individuals with teaching licenses and expertise in math instruction, to provide job-embedded coaching to teachers in elementary, middle, and intermediate schools, with priority given to schools serving younger students, those with the lowest math proficiency, and those where students are not meeting grade-level expectations. These coaches will support teachers in implementing evidence-based math practices, using assessment data to identify student needs, including potential signs of dyscalculia (a learning difficulty with numbers), and facilitating professional learning. The Department of Education will be required to report annually to the governor and legislature on the program's progress, including student performance data and teacher feedback, and funds are appropriated for the program's establishment starting July 1, 2026.
