This bill allows for the display of outdoor advertising devices, including digital ones, within the Stadium Development District, provided they are authorized by the Stadium Authority and meet specific conditions, such as facing the interior of the district and being viewable only by those physically present within it, and importantly, not facing a state highway or being placed on top of a stadium facing a state highway. A "digital outdoor signage device" is defined as any outdoor advertising device that can change its message electronically or uses flashing, changing, or flickering lights to attract attention. The bill also requires the Department of Business, Economic Development, and Tourism to study the effects of light pollution from these digital signs, particularly in areas surrounding the Stadium Development District, and report its findings and any legislative recommendations to the Legislature by early 2027, with the entire act taking effect on July 1, 2050.
