This bill establishes the Kuleana AgTech Pathways Program, a statewide initiative designed to create clear career paths in agriculture and agricultural technology for young people in Hawaii. The program will be developed and managed through a collaboration between the University of Hawaii and several state departments, including Education, Agriculture and Biosecurity, and Labor and Industrial Relations, along with community organizations. Key components of the program include expanding agricultural science and technology education in public high schools and the University of Hawaii system, funding dedicated staff and professional development, creating internship and apprenticeship opportunities with farms and businesses, offering dual credit options, and training participants in modern farming techniques, cultural stewardship, and entrepreneurship. The program will also establish regional agtech hubs in each county to align education with local agricultural needs and coordinate with local partners, and will implement a tiered certification system for agriculture and agricultural technology at the high school and community college levels. The University of Hawaii will be required to submit annual reports to the Legislature on the program's progress, and funds are appropriated for its establishment and administration. The bill is set to take effect on July 1, 2050.
