This bill requires the Department of Transportation to help people voluntarily buy verified carbon offsets to compensate for greenhouse gas emissions from their air travel to or from any airport in the State. A "carbon offset" is defined as an action that reduces, removes, or prevents greenhouse gas emissions to balance out emissions from air travel. "Qualified air travel" includes flights within the State, to another state, or to a U.S. territory. "Verified" means an independent third party has confirmed the offset is real, permanent, and would not have happened without the offset program. The department will assist travelers by connecting them with offset providers, providing information on its website about how to purchase offsets, and encouraging airlines to link to this information. The department may also contract with other entities to help carry out these duties. This initiative is intended to address the significant contribution of air travel emissions to climate change and support the State's goal of a zero-emissions economy, especially since international programs like CORSIA do not cover flights from the continental U.S. to Hawaii.
